Terms of Clearance: OMB notes that the FCC did not take the requested steps to allow electronic filing of the FCC 431 as stipulated in the Terms of Clearance issued when the item was last approved in 1995. FCC's response, contained in the Justification statement that accompanied this submission reflects inadequate progress on making this happen. Therefore, OMB will approve this collection for one year and fully expects the FCC to adopt an electronic filing mechanism which hopefully include the consolidated filings mentioned in the Justification statement.

Abstract: 47 CFR part 64, subpart F, implements the shared-funding program for the recovery of interstate telecommunications relay services (TRS) costs. All common carriers must contribute to the TRS fund and complete FCC form 431. Providers seeking reimbursement must provide certain data. The information will be used to administer the program.
