Terms of Clearance: Approved as amended by ED's revisions submitted on 1/27/99 and 1/29/99. In addition, the following terms clearance apply: (1) OMB notes that this approval covers the initial application process, and not the information collection that will be associated with the Annual evaluation. For that reason the burden approved has been adjusted down to 5400 hours per year. (2) OMB further notes that the institutions eligible to apply for these *waivers* have already gone through the application process to be eligible to participate in ED's Title IV program and therefore ED does not need to collect specific information already collected during the Title IV eligibility process (e.g., D-U-N-S #, assurances and certifications). Further, ED is not requiring a signature in this initial stage and will seek it only if the applicant is successful at the time that the applicant changes their program participation agreement. (3) ED will re-evaluate the burden estimate for the information collection planned for the annual evaluation. ED will ensure that burden on respondent is minimized during the annual evaluation process.
