Abstract: This study is being conducted to support the legislative requirement in Public Law 103-382, section 1501, to assess the implementaion of title I and education reform. It will examine principals' and teachers' understanding and implementation of standards-based reform and the new provisions of title I. Information on schools serving significant proportions of migrant, limited-English proficient (LEP), or Native American students and schools that have been identified as in need of improvement will also be gathered.
