Terms of Clearance: The FCC has raised the de minimis elvels for contributions to the universal service fund. The FCC 457 form is unchanged. The FCC shall also direct the Administrator or Temporary Administer of the Fund to adopt and implement electronic filing for all required submission related to the USF program.

Abstract: In the Fourth Order on Reconsideration, the Commission exempted certain entities from universal service contribution and reporting requirements. Thus, systems integrators that derive de minimis amounts of revenues from the resale of telecommunications, broadcaster, non-profit colleges and universities, and schools, libraries, and rural health care providers that are eligible to receive support will not be required to contribute or file FCC form 457. In addition, the Commission raised the de minimis exception from $100 to $10,000.
