FCC should take steps to ensure that filings necessary to determine whether applications are mutually exclusive are minimized. OMB is also concerned about entities that have previously filed in accordance with rules prevalent at the time of their applications. These entities have incurred financial and other burdens in preparing for comparative hearings. The FCC should weigh these factors in this rulemaking.
