Terms of Clearance: Approved as amended by ED memos to OMB of 1/28/98, 1/30/98, 2/2/98 and 2/2/98, and ED's revised 83-I cover form submitted to OMB on 2/2/98. In addition, in using the data from the "lower level" studies referred to on page 6 of the supporting statement (e.g., intensive study), ED will qualify any conclusions with the fact that the findings lack the generalizability that a more nationally representative sample would provide. Further, in any part of the study where ED chose to sample only public schools, ED will qualify conclusions with the fact that the findings are not generalizable to private schools. Finally, ED will ensure that the reports based on this study will be written in a manner that will help States and LEAs implement the Principles of Effectiveness for the Safe and Drug-Free Schools and Community Program by helping them identify and adopt research-based practices and establish measurable goals and objectives for local prevention programs.
