Abstract: 38 U.S.C. 3729 requires that a funding fee be paid to VA before a loan can be guaranteed. VA proposes to require that all funding fees be paid electronically through the Automated Clearinghouse Program. When paying the fee, the lender must also submit information electronically to identify the loan and insure payment is correct.
