Abstract: This program will allow manufacturers to generate emission credits for use in averaging, banking, or trading. Under averaging, a manufacturer could certify one or more engine families within its products line at levels above the emission standard, provided the increased emissions are offset emission reductions for one or more families certified below the standard.
