Abstract: NOAA operates two space-based data collection systems (DCS): the Geostationary Operational Environmental Satellite (GOES) DCS, and the Argos DCS flown on polar-orbiting satellites. NOAA has allowed other users access to any excess capacity on the GOES DCS if they meet certain criteria. Users will now also have possible access to the Argos DCS. Application requirements are being revised to ensure that these systems will not be used when commercial services are available.
