Abstract: The proposed rule conforms requirements for the protection of and access to classified information to new national security policy documents to address the intent of E.O. 12829. The rule requires that key licensee management personnel obtain security clearances, requires reporting of foreign ownership or influence information, and permits a longer timeframe for security clearance reinstatement.
