Abstract: 78.11 sets forth recordkeeping requirements for CARS licensees to verify that program material was provided to cable systems either without charge or on a nonprofit, cost-sharing basis. 78.11 also states that CARS licensees, prior to and after operating outside their license areas, must notify the Commission and relevant engineers in charge of the district in which the operations occur.
