OMB believes the FCC still needs to modify this form to meet the requirements of the Debt Collection Improvement Act. The FCC should use the Privacy Act/Burden Statement agreed to by the FCC and OMB. Finally, the FCC should review the Instructions for Section III on Legal Qualifications part D covering foreign ownership provisions in light of the recently completed WTO negotiations.
