In Public Law 104-134, chapter 10, section 31001, the FCC is required to collect the taxpayer identifying number from any individual or firm doing business with it. In the case of an individual, that number is the person's social security number, in the case of a business, it is the employer identification number as assigned by the Internal Revenue Service. The information will be used by the FCC and the U.S. Treasury for the purpose of collecting and reporting on any delinquent amounts arising out of such person's relationship with the Government. The respondents are anyone doing business with the FCC.
