Terms of Clearance: This is very important research. We propose to work with the Census Bureau to find a method or methods that work better. Becasue of the poor response and the likely level of error, the use of the proposed method cannot be justified.

Abstract: The Census Bureau is interested in privacy issues, such as the public's attitude toward individual privacy, the Census Bureau's privacy practices, and the potential use of administrative records and social security numbers (SSNs), for several reasons. Most notable is the fact that response rates to the Census Bureau's mailed questionnaire have declined steadily in the last five decennial censuses, which may be reflective of the growing apathy toward and mistrust of the Federal Government. Having a clear understanding of the public's beliefs regarding the Census Bureau and its practices may help decennial census planners.
