Abstract: The attached item addresses provisions in the Telecommunications Act of 1996 that are intended to foster development of competition in the provision of local telephone service. Interexchange carriers responsible for paying per-call compensation must submit annual reports to the Common Carrier Bureau listing the amount of compensation paid to payphone providers and the number of payees. IXCs will also be required to initiate an annual audit of their per-call tracking functions. This would help ensure that all interexchange carriers are paying their respective compensation obligations.
