New collection (Request for a new OMB Control Number)
OMB has added $60,000 per year in costs associated with the cost of providing directory listings on magnetic media. The FCC should also use the electronic version of the network change report filed with the Commission to post on an internet homepage site for access by affected telecommunications service providers. While this is a recommendation, OMB believes that such a site, if properly advertised to service providers, would improve their ability to respond to network changes. The FCC will resubmit this collection should any of its requirements change in the wake of litigation involving other aspects of CC Docket 96-98.

In the attached item, the Commission adopts rules and regulations to implement the portions of the Telecommunications Act of 1996 which were enacted to open local telephone markets by eliminating legal and technical barriers to competition. This item addresses provisions related to local exchange carriers' obligations to provide their competitors with dialing parity and nondiscriminatory access to certain services, incumbent local exchange carriers' duty to make network information disclosures, and numbering administration.
