Abstract: The attached item addresses provisions in the Telecommunications Act of 1996 that are intended to foster development of competition in the provision of local telephone service. BOCs must submit nondiscrimination report with regard to pay phones. This will prevent BOCs from discriminating in favor of their own pay phones.
