Abstract: Funding declines in the Federal Impact Aid program and interest in transferring DoD domestic schools to local education agencies (LEAs) have led Congress to request data to determine the effect of a military presence on LEA funding levels and the appropriate Federal role in compensating LEAs for this effect.
