Terms of Clearance: This is a rulemaking that implements certain Cable TV rate regulation changes called for in the Telecommunications Act of 1996. This NPRM will eventually change two existing OMB collections (3060-0603 and 3060-0592). In the interim, this NPRM will be assigned a new OMB control number until the final rule is issued. At that time, the the two collections mentioned above will be updated to reflect any changes and revised burdens. The FCC should continue to use OMB Control Number 3060-0592 for the revised FCC form 1205.

Abstract: In this Notice of Proposed Rulemaking, Aggregation of Equipment Cost by Cable Operators, we propose to amend 47 CFR 76.923 rates for equipment and installation used to receive the basic service tier (3060-0603), as well as FCC form 1205 Determining Costs of Regulated Cable Equipment and Installation (3060-0592). We do this to implement section 301(j) of the Telecommunications Act of 1996 ("1996 Act"). The 1996 Act stipulates that all rule and form changes required by section 301(j) must be completed within 120 days of the date the 1996 Act was signed into law.
