Terms of Clearance: Form VA-22-8929 is approved for use through 4/97 under the condition that VA immediately incorporates the disclosure state- ments required by the Paperwork Reduction Act of 1995 and 5 CFR 1320. For the public record, VA must submit the revised Form/ instructions. OMB disapproves for use the other three VA Forms in this package because a statutory basis for such Forms does not exist at this time. VA should resubmit these Forms for PRA review if and when Congress funds new entrants into the SMOCTA program.

Abstract: The employer uses the Certification of Training to apply for reimbursement for training a veteran; the Notice of Intent to Employ a Veteran to notify VA that the employer is going to hire a veteran; and the Application for Approval of a Job Training Program to request VA approval of a job training program. The veteran uses the Application for a Certificate of Eligibility to apply for a certificate of eligibility for job training.
