Terms of Clearance: This information collection covers modifications to Sections 1, 2 and 90 of the Commission's rules to support the use of auctions to allocate 900 MHz SMR licenses. Abstract: The FCC requires certain information about prospective licensees in order to determine whether the prospective licensee is entitled to bidding credits or installment payment plans as a small business. It also requires information regarding any joint bidding agreements and license transfers to ensure the integrity of the market structure. It also requires information from licensees to determine whether they are meeting their population coverage requirements. Incumbent operators may also exchange multiple site licenses for a single site license.
