Terms of Clearance: The FCC should consider changing the instructions to the FCC Form 1235 to include the fact that the Second R&0, First OR and FNPRM on CS Docket 94-28 and MM Docket 93-215 changed Section 76.924 of the Commission's rules, combining the three accounting categories (NCPS, OCA, and NCA) into "All Other Services." This could alleviate some confusion during the phase-in of this accounting change. The FCC has permission to delete the expiration date from the FCC 1235.
