Terms of Clearance: Per the FCC request, this collection only covers the fourth method that FCC allows Interexchange Carriers to verify that customers are requesting that their PIC (primary interexchange code) be changed to another long distance carrier. The fourth method allows the IXC to send a requestor (within 3 days) an information package that includes material on the new service and a postpaid postcard to reply to the IXCs. This is a low-cost procedure suitable for small carriers competing with larger IXCs.
