Abstract: If a source located in a State with an OMTR wishes to use the OMTR for compliance purposes, the source must submit 3 notices to their State -- Notice of Credit Generation, Notice of Intent to Use Credits and Notice of Use to ensure integrity of the market. For trades that cross State lines, States must share these notices.
