Terms of Clearance: OMB approves a one year pilot study of the original submission. The pilot will involve 20 communities as opposed to the proposed 80 communities, and an additional validation component whereby minors are used to determine merchant compliance with relevant tobacco access laws. CDC will submit the pilot test to OMB for review before commencement as an addendum to this package. Prior to the re-submission of the full study, CDC will evaluate and report on the results of the pilot study. CDC will also analyze and report on the representativeness of the selected communities chosen and used in the Youth Risk Behavior Survey (OMB No. 0920-0258) and proposed for use in CDC's full study. OMB will use the information to determine the practical utility and overall quality of CDC's proposed collection.

Abstract: This study will provide new information on the relationships between enforcement of minor's access to tobacco laws, tobacco vendor perceptions and actions, and use of tobacco youth. Information from vendors, enforcement officials, and other local community leaders will be collected. Measurements of tobacco use by minors will be obtained from the existing Youth Risk Behavior Survey.
