Abstract: THE REVISIONS TO THE FEDERAL TEST PROCEDURE WILL CHANGE THE INFORMATION REQUIRED IN AN APPLICATION FOR EMISSION CERTIFICATION FOR NEW VEHICLES AND ENGINES. EPA REQUIRES THIS INFORMATION TO IMPLEMENT AND ADMINSTER THE STATUTORILY MANDATED EMISSION CERTIFICATION PROGRAM. EPA USES THE INFORMATION TO ISSUE CERTIFICATES OF CONFORMITY FOR VEHICLES AND ENGINES WHICH COMPLY WITH APPLICABLE EMISSION STANDARDS. MANUFACTURERS OF VEHICLES AND ENGINES MUST HAVE A CERTIFICATE OF CONFORMITY BEFORE THOSE PRODUCTS MAY BE LEGALLY INTRODUCED INTO COMMERCE.
