When EPA resubmits this I CR for re-approval, it shall provide a detailed explanation of th e derivation of labor rates ($ per man-hour), including citation of references, or rely on current OMB guidance. Further, upon r e-submittal, EPA shall provide a detailed consideration of EPA's historic use of the quarterly reported data, and the extent to wh ich EPA's statutory obligations would be affected by alternative reporting frequency, such as semi-annual or annual.

Information is needed to meet statutory obligations to report to Congress under Clean Air Act, section 603, and U.S. reporting obligations to the Montreal Protocol as well as monitor industry compliance with requirements of sections 604 and 606 of the Act.
