Abstract: UNDER SECTION 112(I)(5) OF THE CLEAN AIR ACT, SOURCES MAKING EARLY HAZARDOUS AIR POLLUTION REDUCTIONS MUST BE ISSUED A TITLE V PERMIT WHICH GRANTS THE SOURCE A COMPLIANCE EXTENSION FOR APPLICABLE FUTURE STANDARDS. THIS RULE PROVIDES AN INTERIM MECHANISM FOR ISSUING A TITL V SPECIALTY PERMIT TO COMPANIES PARTICIPATING IN THE EARLY REDUCTIONS PROGRAM.
