Abstract: IN ORDER TO OWN, CONSTUCT, AND OPERATE AN OCEAN THERMAL ENERGY CONVERSION (OTEC) FACILITY OR PLANTSHIP, A U.S. CITIZEN REQUIRES A LICENSE ISSUED BY THE NATIONAL OCEANIC & ATOMOSPHERIC ADMINISTRATION (NOAA). THE APPLICATION TO NOAA IS, BY STATUTE, ALSO AN APPLICATION F ALL OTHER FEDERAL LICENSES, PERMITS, AND AUTHORIZATIONS REQUIRED. THE REGULATIONS SPECIFY WHAT INFORMATION MUST BE SUBMITTED FOR THESE PURPOSES.
