Abstract: SECTION 76.913 PROVIDES THAT A FRANCHISE AUTHORITY THAT HAS INSUFFICIENT RESOURCES TO REGULATE RATES OR LACKS THE LEGAL AUTHORITY MAY PETITION THE COMMISSION TO REGULATE THE RATES FOR BASIC CABLE SERVICE AND ASSOCIATED EQUIPMENT OF ITS FRANCHISEE.
