Terms of Clearance: Approved on the condition that ED continue to seek views of non-Federa organizations regarding comment on appropriate areas of national need. Most such groups did not respond to ED's previous request for comment; accordingly, ED shall propose other more effective methods of outreach as soon as possible, but no later than the next grant competition for this program. ED shall assess these public comments in conjunction with an OERI study of this program, and ED has agreed to provide OMB with the study report as soon as it is available. Last, ED has agreed to provide applicants in this competition with a complete single copy the program statute, rather than providing several sets of amendments.
