Abstract: OWNERS/OPERATORS OF PHOSPHATE FERTILIZER PLANTS MUST NOTIFY EPA OF CONSTRUCTION, MODIFICATION, STARTUPS, SHUTDOWNS, MALFUNCTIONS, AND DAT AND RESULTS OF INITIAL PERFORMANCE TEST.
