Abstract: EPA IS PROPOSING TO REVISE SEVERAL SECTIONS OF THE PERMITS REGULATIONS (40 CFR PART 72) AND ONE RELATED SECTION OF THE ALLOWANCE TRACKING AND TRANSFER REGULATIONS (40 CFR PART 73) PROMULGATED ON JANUARY 11, 1993. THE REVISIONS WILL LIMIT THE CREATION OF EXCESS NEW ALLOWANCES DURING PHASE I AND TO THEREBY ENSURE THAT THE REDUCTIONS CONTEMPLATED BY CONGRESS FOR PHASE I OF THE ACID RAIN PROGRAM WILL BE ACHIEVED.
