Abstract: THIS EVALUATION WILL IDENTIFY THE EFFECTS OF THE HOME PROGRAM'S REQUIREMENTS ON ITS IMPLEMENTATION, INCLUDING HOW THE PROGRAM IS BEING ADMINISTERED AND WHICH HOUSING UNITS, HOUSEHOLDS, AND NEIGHBORHOODS AR BEING ASSISTED. THIS FIRST PHASE OF DATA COLLECTION WILL SURVEY REPRESENTATIVES OF PARTICIPATING STATE AND LOCAL GOVERNMENTS AND NON-PROFIT ORGANIZATIONS.
