Abstract: RESPONDENTS ARE OWNERS OR OPERATORS OF COKE OVEN BATTERIES, WHO WOULD REQUIRED TO DEVELOP WORK PRACTICE AND STARTUP, SHUTDOWN, AND MALFUNCTI PLANS AND SUBMIT REPORTS, NOTIFICATIONS, AND COMPLIANCE CERTIFICATIONS DAILY MONITORING ALSO WOULD BE PERFORMED BY A CERTIFIED OBSERVER PROVIDED BY THE ENFORCEMENT AGENCY AT THE RESPONDENTS' EXPENSE.
