Abstract: AMENDMENT 4 TO THE SEA SCALLOP FISHERY MANAGEMENT PLAN PROPOSES COMPREHENSIVE MANAGEMENT MEASURES TO PREVENT OVERFISHING. EXISTING PERMIT REQUIREMENTS ARE EXTENDED TO THIS FISHERY (DEALER PERMITS, LIMITED ENTRY FOR VESSELS) AND NEW REQUIREMENTS ARE ADDED (OPERATOR PERMIT, VESSEL MONITORING).
