Abstract: RULE 17A-11 WAS ADOPTED IN 1971 TO PROVIDE THE COMMISSION AND THE SELF-REGULATORS WITH AN "EARLY WARNING" MECHANISM TO DETECT FIRMS STARTING TO EXPERIENCE FINANCIAL OR OPERATIONAL DIFFICULTIES. THE INFORMATION FURNISHED BY SUCH FIRMS IS THEN USED TO EFFECT APPROPRIATE ACTION TO REMEDY THE SITUATION AND PREVENT FUTURE PROBLEMS.
