Abstract: SECTION 76.944 PROVIDES THAT ANY PARTICIPANT IN A RATE MAKING PROCEEDING, AT THE FRANCHISING AUTHORITY LEVEL, MAY FILE AN APPEAL OF THE FRANCHISING AUTHORITY'S DECISION WITH THE FCC.
