Terms of Clearance: Approved for use through 9/94 under the conditions that prior to further mandating reporting on the HCFA-751A and HCFA-751B, HCFA: 1) amends its burden estimate to reflect public comment; 2) incorporates (either on the hard copy/electronic forms or in the accompanying instructions) this revised estimate in the burden disclosure statement pursuant to 5 CFR 1320; and 3) prior to use, submits to OMB these revised estimates on a correction worksheet (along with the calculatio underlying the estimate) and the revised forms and/or instructions. OMB shared these concerns with HCFA on 8/12/93 and has been sharing public comments with HCFA on an ongoing basis. HCFA did not respond t these concerns. OMB also notes that these reports were required for the quarter ending June 30, 1993, yet they were not submitted for OMB review until June 11, 1993 and were not published in the Federal Register for public input until June 19, 1993. In the future, HCFA should refrain from mandating reporting, until the public has had the opportunity to comment and OMB has completed its review pursuant to the Paperwork Reduction Act.
