Abstract: THE ADDITIONAL REQUIREMENT IS NEEDED TO ENSURE THAT TELEPHONE COMPANIE THAT WISH TO OFFER VIDEO DIALTONE HAVE SUFFICIENT CAPACITY TO SERVE MULTIPLE VIDEO PROGRAMMERS. THIS WILL PROTECT USERS OF THE NETWORK FR NETWORK FAILURES AND ENHANCE THE ABILITY OF PROGRAMMERS TO GAIN ACCESS TO THE NETWORK.
