Abstract: OWNERS OF MULTIFAMILY PROJECTS WHO, THROUGH THE PRESERVATION PROGRAM, SUCCESSFULLY RECEIVE INCENTIVES FROM THE DEPARTMENT TO MAINTAIN AFFORDABILITY MAY BE ALLOWED RENT INCREASE IN THEIR PROJECTS. BOTH THE 1987 AND THE 1990 STATUTES REQUIRE PHASE-INS OF RENT IF THE RENT INCREASE IS SUBSTANTIAL. THIS FORM IMPLEMENTS THE PHASE-IN PROCEDURES
