Abstract: PROMPTED BY DECLINES IN CENSUS QUESTIONNAIRE RESPONSE RATES, THE PROPOSED STUDY IS DESIGNED TO DETERMINE IF THREE VARIABLY APPLIED MAILING TREATMENT COMPONENTS (PRE-NOTICE LETTER, RETURN ENVELOPE, AND REMINDER CARD) IMPROVE THE RESPONSE RATE TO A CENSUS SHORT FORM. TO MEET THIS BASIC INFORMATIONAL NEED, THE CENSUS BUREAU SEEKS TO CONDUCT A MAIL SURVEY OF 50,000 HOUSING UNITS.
