Terms of Clearance: This information collection is approved according to the Paperwork Reduction Act of 1980 and 5 CFR 1320 through September 1992. The approval includes five versions of the 1992 National Census Test questionnaires and the telephone debriefing of respondents and nonrespondents. The Bureau of the Census will report to OMB on the costs and results of this test.

Abstract: PROMPTED BY DECLINES IN CENSUS QUESTIONNAIRE RESPONSE RATES, THE PROPOSED STUDY IS DESIGNED TO DETERMINE IF AN ABBREVIATED/REDESIGNED CENSUS FORM WILL YIELD A HIGHER RESPONSE RATE THAN DOES A FORM OF GREATER LENGTH. TO MEET THIS BASIC INFORMATIONAL NEED, THE CENSUS BUREAU SEEKS TO CONDUCT A NATIONAL MAIL SURVEY (USING FIVE FORM VARIETIES) OF 17,000 HOUSING UNITS, FOLLOWED BY TELEPHONE DEBRIEFINGS
