Abstract: THE IRS NEEDS THIS INFORMATION IN ORDER TO DETERMINE THAT A TAXPAYER HAS PROPERLY ALLOCATED INTEREST EXPENSE ON DEBT INCURRED BEFORE 1987 IN ACCORDANCE WITH A TRANSITIONAL RULE FOR SUCH DEBT RATHER THAN IN ACCORDANCE WITH THE NORMAL ALLOCATION RULES THAT ARE BASED ON THE USE OF THE DEBT PROCEEDS.
