Pursuant to the Paperwork Reduction Act, we have approved these forms and their accompanying instructions through December 1993. In order to ensure the utility of this information collection, approval is subject to the following conditions: 1) As with the section 401 JTPA programs, grantees shall offer a reading test to employment and training program participants, but shall allow participants to refuse the test if they wish. 2) Evidence from other JTPA programs demonstrates that the post- program employment rate for respondents is typically five to ten perce higher than for non-respondents. Given this experience, DOL has not demonstrated that post-program employment outcomes are identical for non-respondents and respondents. Therefore, DOL shall within two month submit evidence to OMB to support the agency's assertion; in lieu of this support, DOL devise a more accurate adjustment methodology. 3) DO has not shown that deletion of "average weeks participated" will impro the utility of this information collection. ETA indicates that the "in tive" period prior to service delivery can skew this statistic, making it misleading. Rather than delete this measure completely, DOL should retain this important measure of service intensity for all participant while instructing grantees not to include the "inactive" perio calculation of this statistic.
