Abstract: THIS STUDY WILL BE COMPLETED BY HUD IN RESPONSE TO COMPLAINTS THAT MORTGAGE SERVICERS ARE OVERCHARGING ESCROW MORTGAGE ACCOUNTS IN VIOLATION OF THE REAL ESTATE SETTLEMENT PROCEDURES ACT. THE SURVEY WILL COLLECT DATA FROM 285 MORTGAGE SERVICERS IN ORDER TO DOCUMENT PRACTICES, DETERMINE COMPLIANCE, AND ASSESS THE IMPACTS OF CURRENT ESCROW METHODS.
