Abstract: LITTLE EXISTS ON THE NATURE AND UTILITY OF THE CONGRESSIONALLY MANDATED TITLE VII PROJECT EVALUATION SYSTEM. THE GOAL OF THIS STUDY IS TO DESCRIBE LOCAL EVALUATION PRACTICES AND TO ASSESS RELATED MATERIALS AND TECHNICAL ASSISTANCE SUPPORTED BY USER. THE STUDY WILL LEAD TO RECOMMENDATIONS FOR IMPROVING THE SYSTEM.
