Terms of Clearance: OMB approves CDC's plans for conducting formative evaluations and efficacy testing for the ARTA campaigns through January 1994. CDC has agreed to submit copies of the final data collection instruments for these components when they are in final form. OMB approves in concept only the effectiveness evaluations. OMB questions the strength of the design of this component which is intended to assess how effective campaign efforts are in changing behavior. Any such evaluation should consider the appropriateness of pre- and post- campaign assessment of knowledge, attitudes and beliefs about HIV/AIDS, ensure the questions are not designed in a way that may bias responses (e.g., placing questions about exposure to PSAs before AIDS knowledge questions) and control for other factors that may influence changes in behavior. OMB requests that CDC submit for OMB review, in advance of use, the questionnaires and the plans for implementation of the effectiveness evaluation.

Abstract: MATERIALS FOR THE "AMERICA RESPONDS TO AIDS" CAMPAIGN WILL BE EVALUATE TO MEASURE THEIR EFFECTIVENESS AND EFFICACY. THE DATA COLLECTED AMONG TARGET POPULATIONS WILL BE USED TO DEVELOP CAMPAIGN MESSAGES AND TO INSURE THAT CAMPAIGN MATERIALS ARE UNDERSTOOD.
