Abstract: THE NPRM PROPOSES RULES AND REGULATIONS TO IMPLEMENT CERTAIN PROVISION OF THE ADA OF 1990 AND SOLICITS COMMENTS ON PROCEDURES FOR CERTIFYING STATE PROGRAMS AND FOR FILING COMPLAINTS. INFORMATION WILL BE USED TO DETERMINE WHETHER A STATE'S PROGRAM IS CERTIFIABLE ACCORDING TO FEDERAL REQUIREMENTS AND TO DETERMINE THE MERIT OF COMPLAINTS FILED.
