Abstract: HEAVY-DUTY ENGINE MANUFACTURERS VOLUNTEERING TO PARTICIPATE IN THE TRADING AND BANKING CERTIFICATION PROGRAMS WILL NEED TO SUBMIT TO EPA INFORMATION ABOUT THEIR "EMISSION CREDITS." EPA WILL USE THESE REPORTS TO MONITOR CREDIT GENERATION, USE, AND TRANSACTIONS, AND FOR ENFORCEMENT OF EMISSION REGULATIONS.
